What’s in every proposal package
Technical narrative
Scope of work, methodology, project phasing. Written against the solicitation line by line, with citations to NFPA, OSHA, Caltrans, ADA standards wherever the spec demands them.
Benchmark-priced line-item CSV
Every line item priced against awarded public contract comparables (federal + state) from public bid tabulations. You get the CSV — you set your markup. No guesswork, no industry-average estimates.
Compliance checklist
Every mandatory form, insurance certificate, license doc, DIR registration, bonding letter, safety plan — listed out with a ☐ next to each. No missed submissions.
Submission-ready DOCX
Formatted on your letterhead (or our template if you don’t have one), ready to print, sign, and submit. We don’t file for you — you stay in control.
Past-performance exhibit
We pull from your award history + what you tell us about recent jobs, then format it to match the solicitation’s past-performance requirements exactly.
Gotcha flags
Unusual clauses, liquidated damages, prevailing-wage triggers, subcontracting tier requirements — flagged at the top of the package so you see them before you sign.

Frequently asked
What’s included in the free trial?
During your 7-day trial you get full bid monitoring — daily scans, fit scores, Telegram alerts, and solicitation links — plus one matched sample proposal pulled from the APEX archive and matched to your NAICS at signup. The sample shows you the actual output before you pay a dollar. If you upgrade to a paid plan before the trial ends, that sample counts toward your first month’s included proposals.
Do I need a contractor’s license?
You need a license to legally submit most government proposals, but you don’t need one to start a trial or receive bid alerts. Our scoring engine is tuned on state contractor license classifications (CSLB for California: A, B, C-10, C-33, etc.; Texas TBPELS; Florida CILB; etc.) to filter out bids you can’t legally win. Tell us your license number at signup; if you don’t have one yet, we flag bids that don’t require one (pure service contracts, blanket purchase agreements, etc.).
I’ve never bid on a government contract. Can you still help?
Yes — and you’re the exact contractor we built this for. First-timers lose on technicalities (wrong form, missing DIR registration, wrong NAICS code on the cover sheet) not on price. Our compliance checklist catches those before you submit. The sample proposal in your trial shows you exactly what a winning submission looks like in your trade.
Which states do you cover?
Federal contracts (SAM.gov): nationwide today — every federal opportunity in every state. Navy bases, VA hospitals, GSA buildings, Army posts. We pull all of it daily. State + local: California fully live, all other states added within 7 days of signup, no extra charge. If we miss the 7-day window, that month is on us. National state-portal coverage targeting Q3 2026.
How fast do I get a proposal after I flag a bid?
Standard turnaround is 48 hours from the moment you flag the bid in your dashboard. Pro and Enterprise clients get priority scheduling. If the agency deadline is under 48 hours when you flag, contact us immediately — we’ll do a rush review and either hit it or refund that proposal. That’s our deadline guarantee.
What NAICS codes do you support?
All NAICS codes are supported for bid monitoring and alerts. Proposal drafting is strongest for construction and facilities trades: 238 (specialty trades), 237 (heavy and civil), 561 (building services — janitorial, landscaping), 484 (trucking and hauling), and adjacent codes. If your code is outside those, ask us — we’ll tell you honestly whether our corpus covers it well before you pay.
What guarantees do you offer?
One hard guarantee: if we miss the agency’s submission deadline, that proposal is free. We don’t guarantee you’ll win — no honest proposal writer can do that. We guarantee the package will be submission-ready, on time, and built from the actual solicitation language. We also guarantee your historical packages are always exportable — cancel anytime, receive a ZIP of everything we’ve drafted for you within 24 hours.
How do overflow proposals work?
Each plan includes a set number of proposals per month. If you flag more bids than your plan covers, overflow proposals are billed automatically via Stripe at your tier’s overflow rate: Starter $799, Pro $699, Enterprise $549. No approval loop required — flag the bid and we start drafting. You can cap overflow in your account settings if you prefer manual approval before we start.
Ready to stop leaving contracts on the table?
7-day free trial includes full bid scanning + 1 matched sample proposal. First proposal money-back if we miss your deadline.
