The pitch sounds irresistible: AI finds the bid, AI writes the response, you click submit and win the contract.
The honest answer in 2026 is: partially. And knowing exactly which parts to automate — and which parts to keep human — is the difference between a working government contracting system and an expensive tool that produces generic proposals nobody awards.

What AI can do here: summarize the RFP scope in plain language, flag unusual requirements, and pull comparable past awards from the same agency so you know what they actually paid last time.
What AI cannot do: know that your team and the procurement officer at the San Diego County Water Authority go back 12 years, or that you’re light on crew in Q3 and should pass on that 90-day concrete rehab job.
The right model: AI delivers an enriched brief on each matched bid, you make the go/no-go call in 5 minutes per bid instead of 45.

Stage 3: Proposal writing — AI drafts, human certifies
This is where the hype outruns the reality.
Government RFP responses are legally signed documents. In most jurisdictions, a contractor submitting a bid certifies, under penalty of false claims, that the response is accurate, that they have the licenses required, that the pricing reflects real costs, and that they’re not currently debarred.
AI can write a first draft of the narrative sections — company overview, relevant experience, approach to scope — faster than any human. For a standard 15-page proposal response, AI can produce a credible first draft in 45 minutes that would take an experienced bid writer 4–6 hours. That’s real time savings.
But that draft requires human review for three reasons:
- Accuracy. AI can hallucinate project details, credentials, or certifications you don’t have. A government contract reviewer will verify every claim. A false claim is not just a disqualification — it’s a potential federal false claims violation.
- Pricing. AI does not know your labor rates, your subcontractor costs, your equipment overhead, or your margin targets. Proposal pricing is always human-calculated.
- Relationship context. The best proposals answer the unstated questions an agency has based on the relationship history. AI doesn’t know this. Your bid writer does.

Government procurement reviewers are getting good at spotting AI-generated proposal language. The tells: generic phrases that don’t match the specific solicitation, no concrete project references with actual dates and dollar values, scope descriptions that paraphrase the RFP rather than demonstrate understanding of it.
A 2026 guidance memo from the General Services Administration’s procurement office noted that proposals using “templated or AI-generated language without specific project substantiation” would receive lower technical scores in best-value evaluations.
The fix is simple: always insert your real project data, your real team credentials, and your specific understanding of that agency’s requirements. AI produces the structure; you provide the substance.
